This function returns a datetimeoffset value for
the specified date and time and with the specified offsets and precision.
Example:
SELECT DATETIMEOFFSETFROMPARTS (2011, 09, 02, 23, 55, 9, 54,
5, 30, 5)
Result:
2011-09-02
23:55:09.00054 +05:30
